Surely they should have announced that before the conference to attract as large an audience as possible, not after they had all the attendees gathered?

Well, they were "sold out" a couple of weeks before the event, and there were a few people who had to stand at the back as it was. So, I think I prefer it as a reward rather than an incentive :)
